REFLECTIONS ON PRESIDENT KARIMOV’S STATEMENT REGARDING THE EVENTS IN KYRGYZSTAN

Statement by the President of the Republic of Uzbekistan Islam Karimov on the events in Kyrgyzstan, announced June 18 during his trip to Bukhoro region, has widely been commented by the representatives of political, expert-analytical, non-governmental community and the mass media in Kyrgyzstan.

Text of the statement was re-issued by the press service of the Provisional Government of Kyrgyzstan and all the major Kyrgyz news agencies and print media: Kabar national information agency, daily newspapers Slovo Kyrgyzstana, Vecherniy Bishkek, ErkinToo, Obschestvenniy reyting, as well as online news portals Beliy Parus, BPC, 24.kg, Tazar.kg, Barakelde.org, For.kg, and others.

Contents of the statement are constantly aired by Kyrgyz nation-wide television news channels (KTR, 5th Channel, ElTR, etc.) in Kyrgyz and Russian languages.

In addition, President Karimov’s statement has stirred a keen interest among the general public in Kyrgyzstan.

In particular, F.Niyazov, head of information and coordination center of the Office of Interim Government, coordinator for information policy, noted that “all members of the Interim Government and local government chiefs greatly appreciate the support provided by Uzbekistan to our republic in the current extremely difficult situation for Kyrgyzstan.

“Uzbekistan’s balanced and reasonable position and, above all, the well thought-out and evenhanded stance of President Islam Karimov on the events in Kyrgyzstan helps reduce tension in the south of the country and inspires ordinary citizens of Kyrgyzstan to reconciliation and a sooner end to the conflict. Having already expressed earnest gratitude to President Islam Karimov, President of the Provisional Government Roza Otunbayeva has not missed a single opportunity to reiterate her profound gratefulness to Uzbekistan’s leadership during meetings and interviews with officials of foreign governments and international organizations".

Chancellor of the Diplomatic Academy at Kyrgyzstan’s Ministry of Foreign Affairs, Ambassador Extraordinary and Plenipotentiary J. Saadanbekov:  
“Today, there’s hardly anyone who does not write and talk about the causes of this tragedy, but perhaps Uzbek President Islam Karimov has been the only one who accurately and dispassionately assessed the core of the problem: that this tragedy has not been the fault of neither Uzbeks nor Kyrgyz since these bloody events were organized by third parties. The key objective of the organizers of this provocation has been to draw Uzbekistan into this conflict. We, Kyrgyz and Uzbeks, have lived side by side for millennia and are able to find a common language and address our issues of concern. Thank you, Islam Abduganievich, not only for those historically truthful words, but also for your wise action in settling the conflict that characterize you as a visionary world-class statesman and a worthy leader of the Uzbek nation".

K.Ormushev, PhD in Economics (Kyrgyzstan):  
"Earlier, during my years in government and today, I have always tried to persuade the country's leadership of the need for building long-term strategic partnerships, especially with Uzbekistan who has always held out a helping hand to the Kyrgyz people and never left its close neighbor in hard times by its own. Another indicator is the self-restrained and fully balanced position of Uzbekistan, in which I see the invaluable merit of the head of fraternal Uzbek people worthy of every respect Islam Abduganievich Karimov. The Uzbek leader has shown restraint, prudence and integrity, did not the conflict to escalate and contributed to reducing tensions in the Kyrgyz society. We in Kyrgyzstan are proud that in these toughest days, Uzbekistan is led by a wise, far-sighted statesman, President of Uzbekistan Islam Karimov, who is a true leader of the Uzbek people ".

M. Suyunbaev, independent analyst:  
"The leader of Uzbekistan described everything clearly and reasonably. We know Islam Abduganievich primarily as a statesman who consistently and resolutely defends Uzbekistan’s national interests and the state, by steadfast and just reaction to events. Statement by the President of Uzbekistan has a positive impact both on the public of Uzbekistan, and the Kyrgyz and Uzbek communities in Kyrgyzstan. And simultaneously, though this occurs quite rarely! Especially on such a delicate subject as inter-ethnic relations. President Islam Karimov has once again proved a wise politician and true leader of his nation, as well a genuine statesman who will always enjoy well-deserved authority and respect".

O. Moldaliyev, director of Sebep analytical center:  
"President of Uzbekistan Islam Karimov has made a constructive step. We must pay tribute to him: in 1990, during similar events in Osh, Uzbekistan’s leader did not interfere, by calling the incident an internal affair of Kyrgyzstan, and thus prevented the escalation of the conflict. Uzbekistan monitors the situation not only in our country, but also in other nations that allows him to speak of third forces interested in destabilizing the situation in the region. We believe Uzbekistan will keep making constructive moves to promote mutual confidence and friendly relations between our countries".

K. Malikov, director of research analytical center “Religion, Law and Politics":  
"We must pay tribute to the patience and deep understanding fr om the leadership of Uzbekistan concerning the situation in southern Kyrgyzstan. There was the need to distinguish clearly between an ethnic conflict and the one that actually occurred in Osh and Jalal-Abad. There was an attempt to destabilize the entire Fergana Valley through Kyrgyzstan. Tashkent demonstrated that it understands the essence of the conflict, wh ere the great powers’ competition for influence in the region is apparent. The facts show that it was a disguised action on our territory to restructure the entire Central Asia. Underlying these objectives is not only a rivalry for energy resources, but also the ideological war associated with the activities of extremist religious organizations. I share the opinion of the President of Uzbekistan Islam Karimov that our countries must seek a way out of the delicate situations on their own”.

M. Sariev, political scientist:  
"Statement by the President of Uzbekistan Islam Karimov has been pretty sober, judicious and timely. Undoubtedly, the conflict has been provoked by a third force. We know that during these events huge amounts of drugs were shipped through our country. The fact is that when the situation is destabilized, turning into a black hole, several parties are simultaneously drawn in with their own interests; namely, terrorists, religious extremists, drugs mafia".

L. Bondarets, military analyst:  
"The fraternal Uzbek people, headed by Islam Karimov, provided a vital support to Kyrgyz people in these difficult days. It deserves respect, and once again shows Uzbekistan’s commitment to the ideas of humanism, which serves as a model of how the adjacent states in the region, and in the world as a whole, should co-exist, extending a hand of help to neighbors in times of trouble. Statement by the President of Uzbekistan Islam Karimov on the events in southern Kyrgyzstan has been rather timely and critical, given that the assessment made in it has had a direct impact on reducing the tension in the Kyrgyz society, and helped stabilize the situation throughout the region”.
